Although Negative Doubles have been around since the 1930's, they were popularized by Alvin Roth in 1957 in his book "Bridge Is A Partnership Game." He called his bid the Sputnik after the recently launched Russian Satellite. Negative Doubles have become an essential part of the arsenal of virtually all club and tournament players. In fact, if they had to choose one convention to play, many top players would vote for it. The convention is called a "negative" double to distinguish it from the "positive" or penalty double of an overcall.
